今天上午，湖南代表团在驻地举行第四次全体会议，审议“十三五”规划纲要草案（以下简称《纲要》草案）。 Hunan delegation held its fourth plenary meeting to review the draft of "13th Five-year plan", March 7. (hereinafter referred to as the platform draft).

全国人大代表、湖南省委书记、省人大常委会主任徐守盛说，《纲要》草案提出了一系列支撑“十三五”发展的重大政策、重大工程和重大项目，体现了不少“湖南元素”。

　　红网北京3月7日讯（时刻新闻记者 廖洁 陈海波）今天上午，湖南代表团在驻地举行第四次全体会议，审议“十三五”规划纲要草案（以下简称《纲要》草案）。全国人大代表、湖南省委书记、省人大常委会主任徐守盛说，《纲要》草案提出了一系列支撑“十三五”发展的重大政策、重大工程和重大项目，很多方面是向中西部地区倾斜的，体现了不少“湖南元素”。

　　Rednet ( Beijing): On the morning of March 7, the Hunan delegation held its fourth plenary meeting to review the draft of "13th Five-year plan". Xu Shousheng, member of the National People’s Congress, Secretary of the committee of Hunan CPC, the director of standing committee of Hunan people’s congress, said that the draft mentions certain number of major policies and major development projects of "13th Five-year plan" , and some of them are for the development of Central China with Hunan elements.

　　比如，出台实施促进中部地区崛起新十年规划，长江经济带建设，洞庭湖生态经济区、国家自主创新示范区、长江中游城市群建设，以革命老区、民族地区、集中连片贫困地区为重点推进脱贫攻坚等一批重大区域政策；涔天河灌区、莽山水库、渝长厦高铁等一批重大工程；洞庭湖水污染综合治理、湘江流域重金属污染综合治理、南岭山地国家生态安全屏障、长江和珠江流域防护林体系建设等一批重大项目。 　

The "13th Five-year plan" mentions the 10-year planning of promotion the development of Central China with constructing Yangtze River Economic Area, Dongting Lake Ecological Economic Area, National Innovation Model Area, Yangtze River Urban Agglomeration Cluster,and it also mentions the major work and policies on poverty alleviation for old revolutionary base areas, minority concentrated regions and poverty areas. Major projects include Centianhe irrigation project, Mangshan Reservoir, Chengdu-Changsha-Xiamen high-speed rail; comprehensive ecological improvement projects include Dongting Lake water comprehensive improvement project, comprehensive improvement project of Xiangjiang River heavy metal pollution , Nanling mountain national ecological security , Construction of protection forest system in the Yangtze River and Pearl River.
